WeBecome is a Singapore headquartered consulting and professional services company. We are looking for “SPECIALIST – TELECOM ECONOMICS” for a fulltime opening with our client’s office in Middle East. Interested applicants please apply to: recruit@webecome.com highlighting current and expected salaries: Position: Specialist – Telecom Economics Business Unit: Group Finance Reporting to: Manager - Telecom Economics & Tariffs Department : Telecom Economics & Tariff Settlement Purpose: Develop and maintain a highly detailed and parameterised dynamic telecom economics models for all of company’s businesses that incorporates all aspect of activities, which will be primarily used for regulatory costing purposes to set interconnection prices and economic planning. Context: This role will work independently and interface with all the relevant business units to determine costings. Team: 3 people; Manager, Specialist - Telecom Economics and Analyst -Telecom Economics. Activities: Develop and maintain detailed regulatory and economics cost models (fully allocated (FA) & top-down and bottom up LRIC). These will be used for, among others things, for the formation of RIO and details product and cost centre profitability Liaisons: All cost & revenue centres, Internal auditors Overview • Define, create and implement current cost accounting (CCA) and accounting separation (AS) methodologies and systems • Ensure the data used for modelling is of good quality and implement a quality assurance system • Define and implement financial parameters and cost treatment frameworks • Identify and verify major and minor cost elements (fixed & variable) and allocate costs against service & products of each business units • Create & maintain benchmarking data (regional, Europe & USA) for tariffs & other relevant parameters • Establish an on-going data capture mechanism • Implement a regulatory reporting framework, covering CCA, AS, allocation principles & FA & LRIC costings • Use the output of the models to aid negotiations of terms with the TRA for competitive carrier interconnection (RIO), wholesale services, LLU etc. for any future suggested regulatory requirements • Determine the impact of price erosion and other regulatory implications on the company’s profitability Customers • Internal customers are the business units, strategy and regulatory Business orientation • Dissemination of quality metrics on costing and profitability to all to key stake holders • Development of a costing strategy • Formulation of RIO and input into regulatory strategy • Maintenance of benchmarking studies • Creation of internal efficiency studies • Resolution of data integrity issues Planning & Organising • Collection of data required for the maintenance of the cost models (standardisation and automation of collection methodology) • Regular reporting of profitability, costings and performance against targets Problem Solving • Solve rate discrepancies between agreements and system data • Assist in solving unprocessed calls in IAA system as and when required Communicating, negotiating & influencing • Prepare routing advise for route changes Minimum Experience & Essential Knowledge • At least 3 years of related experience in a telecom company. • Exposure to tariff settlement & financial analysis • Understanding of ITU recommendation / regulations • Knowledge of international telecom market & service • Understanding of PTT interconnection Minimum Entry Qualifications • University degree • Total of 8+ years of industry experience with at least 2-3 years in a Telecom domain. KEY PERFORMANCE INDICATORS • Efficient and accurate implementation of rates and notification to relevant departments • Effective and rapid resolution of rate discrepancies • Production of monthly reports on time • Effective profitability studies • On going maintenance of standard analysis templates (as detailed above) SKILLS: Technical & non technical • Excellent financial analysis skills • Good Presentation skills • Good MS capabilities • Interpersonal & communication skills • Team orientation Interested candidates please send in your resumes in the form of a word document immediately.
